United Nations General Assembly Okays Appointment of PHL’s Heidi Mendoza as Undersecretary for Internal Oversight Services

UNITED NATIONS, New York (PHLTODAYUSA) — The Philippines’ Commission on Audit’s loss is the United Nation’s gain.
This as the United Nations General Assembly finally approved the appointment of Heidi Mendoza, top auditor of the Philippines, as the new head of its internal oversight body.
The UN’s Office of the Internal Oversight Services (IOS) announced that Mendoza succeeds Carman Lapointe of Canada to whom the UN Secretary-General is grateful for her dedicated service to the Organization and will serve as undersecretary-general for IOS for a five-year non-renewable term.
In a statement, the UN Secretary-General Ban Ki-moon welcomed the General Assembly’s approval of the appointment.
Mendoza has been Commissioner of the Commission of Audit (COA) of the Philippines since 2011. She also chaired an external auditing board for the Food and Agriculture Organization, World Health Organization and International Labor Organization.
According to the UN, Mendoza has over 20 years of service in government particularly in the field of audit, investigation, fraud examination, anti-corruption and integrity advocacy. 

She was also Consultant for the Presidential Anti-Graft Commission and Transparency Group, Office of Presidential Chief of Staff (2003-2004) as well as Team Leader, Fraud Audit Division Special Audit Office, Internal Control System and Audit (1996-1998).
Ms. Mendoza was previously Consultant for the Asian Development Bank (2008-2010) and the Australian Agency for International Development.  She was also an Accounting and Internal Audit Expert for ALTAIR-European Commission, Local Government Procurement Specialist for the World Bank, Manila (2006), as well as corruption prevention course module writer with the USAID Rule of Law Effectiveness Project (2006-2007).
She holds a master’s degree in national security from the National Defense College of the Philippines and a master in public administration with specialization in fiscal administration from the University of the Philippines.  She has passed the Certified Public Accountant Licensure Examination and is affiliated with the International and Asian Organizations of Supreme Audit Institutions.
 The UN’s Office of Internal Oversight Services is the internal oversight body of the United Nations. Established in 1994, the office assists the Secretary-General in fulfilling his oversight responsibilities in respect of the resources and staff of the UN through the provision of audit, investigation, inspection, and evaluation services.
